Regulating expert Richard Monks has been appointed as Chief Executive of the newly established Independent Football Regulator (IFR), charged with supervising governance and financial sustainability in English football.
Monks, a former director of EY and the Authority Financial Conduct, will lead the independent regulator as it starts with implementing reforms under the Football Governance Act, including powers to intervene in club ownership and licenses.
IFR chairman David Kogan, appointed as the role on Monday, said that the agreements of the monks show that the supervisor ‘runs the ground’.

Monks said: «My full focus will be on building the organization and the regime regime that produces the right result for the football pyramid and its millions of fans, and supporting clubs throughout the entire process.»
He has almost 20 years of experience in the financial regulation sector and has seniors roles at the FCA – the financial watchdog of Great -Britain – and his predecessor, aimed at strategy, policy and supervision.
The government said earlier that the law would establish the IFR and a new series of rules to protect clubs, together with the empowerment of fans and keeping clubs in the heart of their communities.
