The All India Football Federation (AIFF) will officially accept the pending articles of the draft constitution at a special general meeting (SGM) on November 24 at the Football House in New Delhi.
The Constitution – drafted by Retd. Justice L. Nageswara Rao – was approved by the Supreme Court on September 19. Accordingly, the AIFF accepted the document, with the exception of three articles: Article 23.3 and Article 25.3 (c) and (d).
Article 23.3 says that any amendment to the Constitution requires the approval of the Supreme Court, while Article 25.3 (c) and (d) states that an office holder in the Executive Committee of the AIFF cannot simultaneously hold office in a member/state association.
The second set of articles – Article 25.3 (c) and (d) – if implemented, could have left at least twelve members of the Executive Committee struggling to choose between the seat of state and the ExCo.

The matter was taken up by the Supreme Court on October 15, when it ruled that Article 23.3 was ‘not necessary’ while Article 25.3 (c) and (d) will only apply to the next cabinet of AIFF.
“In our judgment, we have allowed the current executive to continue till the end of his term to ensure that there is minimum disruption to the already postponed sporting events,” the SC bench of Justice PS Narasimha and Justice Joymalya Bagchi said in their judgment.
«In the same vein, and to serve the same purpose, we direct AIFF to adopt Articles 25.3 (c) and (d) within three weeks from today as executed by Mr. Siddharth Luthra, Senior Counsel on behalf of AIFF. However, Articles 25.3 (c) and 25.3 (d) shall come into force after the current executive leaves office.»
The meeting will begin with a speech by AIFF Chairman Kalyan Chaubey, followed by a vote on the adoption of Articles 25.3(c) and 25.3(d).
Members of the AIFF Executive Committee have no voting rights at the meeting and cannot represent the member associations to which they belong.
