Barcelona has been at Loggerheads with La Liga and the Spanish Football Federation (RFEF) for several years because of the financial instability of the club.
The most recent controversy relates to veteran goalkeeper Marc-Andre ter Stegen, who is subject to disciplinary procedures after he refused to sign a medical report on his back injury.

The German keeper will miss almost three months at the start of the new season after a back operation.
According to the rules of Financial Fair Play, if a player is injured for at least four months, clubs can replace the registration of that player with those of a new player, as long as their wage sign for less than 80 percent of the injured players.
Barcelona therefore needed Stegen to sign a medical report that had to be sent to La Liga to the Salary-CAP room and registered other players without breaking the rules for financial fair play.

Ter Stegen, however, refused to sign the report and claimed that he would be back soon, forcing the club to temporarily withdraw his position as the first team of the club.

Why can’t Barcelona players register?
Barcelona is unable to register players because it is said to have exceeded La Liga’s salary limit, whereby the authorities who say last season (2024-25), the club spent more money on transfer costs and then wages what it received from income.

The other option is to register players in the short term as injury replacements, a Maas in the law that was used to register Dani Olmo and Pau Victor at the start of last season.
