The independent supervisor of England wants to tighten the rules to block ‘Rogue owners’


The independent football controller has unveiled proposals to set the bar on a new owners, directors and senior executives to close «rogue owners» in English football, the body said on Thursday.

The new rules will extend the criteria for determining whether individuals can be expanded by checks with national and international affairs, banking data and data of law enforcement.

Earlier this year, the legislators voted to support a bill for football management to set up the Regulator (IFR), which will supervise the match in the football pyramid of England.

«The new regime will assess the honesty, integrity and financial solidity of those who want to own or lead a football club so that they have the necessary skills and experience to do this,» the regulator said in a statement.

“It will promote responsible ownership and protect the financial health of the 116 regulated football clubs, and is the first element of the new IFR regime that must be consulted.

«The rules that will determine whether potential owners, directors and senior executives are fit and appropriate have been considerably tightened, while the criteria used to protect against illegal financing and criminal financing that football enter have also been broadened.»

Although the current owners and managers do not have to apply for approval, the regulator said that it has retained the authority to act if there are care.

In the meantime, the regulator also consults on its powers for collecting information, enforcement and sanctions – including financial fines, public censorship and even the repulsion of owners of clubs.

«These powers will be used proportionally, in accordance with the legal tasks of the IFR, and with an understanding of the importance of investments in the owner and taking risks in English football,» it added.

The proposals are open for public consultation until 6 October and the regime is expected to publish his answers later this year shortly after the regulator will publish.
